On November 19–20, 2025, a delegation from Turkmenistan, led by Oguljahan Atabayeva, Vice President for Medical Activities of the Charity Fund for Providing Assistance to Children in Need of Guardianship named after Gurbanguly Berdimuhamedov, visited St. Petersburg to participate in the 4th International Forum "Commonwealth of Fashion."

As part of the "Commonwealth of Fashion" forum, the head of the Turkmen delegation held a number of important meetings to discuss relevant aspects and plans for cooperation in various areas.

During the visit, Oguljahan Atabayeva visited the State Hermitage Museum Complex.

After touring the museum, Oguljahan Atabayeva emphasized that culture and art are values ​​that unite nations and reflect the spiritual world of humanity, and thanked the Russian side for organizing the tour.

Then, the Vice President of the Foundation posed for a commemorative photo with members of our country's delegation.

During her visit, Oguljahan Atabayeva met with Yekaterina Dibrova, President of the V.P. Filatov International Foundation for the Development of Biomedical Technologies.

The Vice President for Medical Activities of the Charitable Foundation visited the Tauride Palace. Yekaterina Dibrova warmly welcomed Oguljahan Atabayeva in the Meeting Hall of the Tauride Palace.

Oguljahan Atabayeva noted that the main goal of the Charitable Foundation as a humanitarian organization is to assist children in need, continuing that the implementation of this noble mission involves studying and implementing best practices in areas such as diagnosis, prevention, and treatment of diseases.

Noting the significant potential for combining the two foundations' efforts, Yekaterina Dibrova emphasized that the Charitable Foundation's experience in treatment, combined with advanced biomedical technologies, would contribute to restoring children's health.

At the conclusion of the meeting, the parties expressed confidence in continuing the established dialogue to protect children's health and exchanged best wishes.

Oguljahan Atabayeva then took part in the session "Being Healthy is Fashionable" at the International Forum "Commonwealth of Fashion," held at the Tauride Palace.

During the session, the floor was given to Oguljahan Atabayeva, Vice President for Medical Activities of the Charity Fund for Providing Assistance to Children in Need of Guardianship named after Gurbanguly Berdimuhamedov. She expressed gratitude for the opportunity to speak at this prestigious forum and noted that the title of the session emphasizes health as one of the most important challenges in modern society.

As noted, Turkmenistan, as a state promoting the ideals of humanism and a responsible member of the international community, views national measures to protect public health as an integral component of achieving universal development goals. In this regard, the Vice President of the Foundation spoke about the work being carried out in our country in this area.

As a result of the successful implementation of the State Program "Saglyk" over the years of independence, significant progress has been made in protecting public health, promoting a healthy lifestyle, and developing physical education and sports.

International experience contributes to the increased effectiveness of work carried out at the national level, emphasized Oguljahan Atabayeva, emphasizing Turkmenistan's readiness to establish regular and long-term relations with foreign partners and implement joint projects in this area.

As noted, our country has currently signed 26 cooperation documents with United Nations agencies such as the UN Development Program, the Population Fund, the World Health Organization, and the Children's Fund.

Oguljahan Atabayeva also noted that Turkmenistan is ready to share its accumulated experience in this area. In this regard, the Vice President of the Foundation expressed gratitude to the specialists of the Russian Federation who actively participated in the International Conference dedicated to the 30th anniversary of the Saglyk State Program, which contributed to the further development of cooperation between the two countries in healthcare.

In her speech, Oguljahan Atabayeva also mentioned the activities of the Charitable Foundation. As noted, the Foundation was created at the initiative of the National Leader of the Turkmen People, Chairman of the Halk Maslahaty of Turkmenistan Gurbanguly Berdimuhamedov.

To date, more than 700 surgeries have been performed on children using the Foundation's funds. The Charitable Foundation also operates a Children's Rehabilitation Center and an inclusive kindergarten. This year alone, approximately 900 children have been treated at the center.

In closing, Oguljahan Atabayeva noted that the Foundation is open to collaboration and the development of joint approaches to protect human health worldwide, and expressed confidence that joint efforts can make a significant contribution to achieving these goals.

Then, Oguljahan Atabayeva, Vice President for Medical Activities of the Charity Fund for Providing Assistance to Children in Need of Guardianship named after Gurbanguly Berdimuhamedov, met with Diana Gurtskaya, First Deputy Chair of the Commission for the Development of Social Interaction, Guardianship, and Inclusive Practices of the Civic Chamber of the Russian Federation.

Warmly welcoming Oguljahan Atabayeva, Diana Gurtskaya noted that the Foundation's work deserves great respect, as do its initiatives regarding the development of treatment programs and the operation of the Health and Rehabilitation Center.

Oguljahan Atabayeva thanked Diana Gurtskaya for her kind words and praised her ongoing efforts for the well-being of children. Warmly recalling her participation in the International conference marking the 4th anniversary of the Foundation, which took place on March 29 this year in Arkadag city, Diana Gurtskaya noted the high level of its organization.

The importance of the work of the Charity Fund for Providing Assistance to Children in Need of Guardianship named after Gurbanguly Berdimuhamedov in protecting and restoring children's health was also emphasized. Its experience was described as exemplary, and interest in close collaboration was expressed.

Oguljahan Atabayeva thanked Diana Gurtskaya for accepting the invitation to come to St. Petersburg specifically for the meeting and praised her ongoing work for the benefit of children.

Oguljahan Atabayeva noted that the current meeting is particularly symbolic, as it is taking place on World Children's Day, and praised the work of Diana Gurtskaya's "At the Call of the Heart" Charitable Foundation.

Oguljahan Atabayeva thanked the participants for the kind words and the opportunity to meet, expressing confidence that this would mark the beginning of a long-term and effective collaboration aimed at supporting children in need of medical care.

Oguljahan Atabayeva was pleased to note that during her introduction to the Georgin Foundation's work supporting children with musculoskeletal disorders, great importance was placed on the development of children's abilities, their education, and recreation.

Oguljahan Atabayeva emphasized that the Georgin Foundation's activities align with the goals of the Charity Fund for Providing Assistance to Children in Need of Guardianship named after Gurbanguly Berdimuhamedov, which include providing medical care to children.

In this regard, the parties noted the existing opportunities for collaboration in developing programs and sharing experiences in the diagnosis and treatment of musculoskeletal disorders in children.

Oguljahan Atabayeva expressed sincere gratitude for the invitation to participate in the international forum "Commonwealth of Fashion" and for the opportunity to meet today. Taking this opportunity, she conveyed greetings and best wishes from the National Leader of the Turkmen People, the Chairman of the Halk Maslahaty of Turkmenistan, and the President of Turkmenistan to the Speaker of the Federation Council of the Federal Assembly of the Russian Federation, Valentina Matviyenko.

Speaking about the Foundation's activities, Oguljahan Atabayeva noted that in recent years, hundreds of children in need of support have received medical surgeries through its funds. The Foundation also places great importance on international humanitarian work, specifically providing humanitarian aid to children in Russia, Turkey, Afghanistan, Palestine, Tajikistan, and other countries.

At the same time, it places great emphasis on developing relations with charitable institutions in other countries, as well as international humanitarian organizations.

Oguljahan Atabayeva noted with satisfaction the active cooperation between relevant institutions in Turkmenistan and Russia and expressed confidence that the current meeting will facilitate the implementation of educational methods developed by Russian specialists and the exchange of experience.

Valentina Matviyenko noted that the current meeting opens new horizons for deepening productive cooperation.

Oguljahan Atabayeva noted that the International Conference "The Role of Women in Modern Society: Developing International Cooperation for Sustainable Development" will be held on December 10 in the Avaza National Tourist Zone. In this regard, confidence was expressed that a representative delegation from the Russian Federation will participate in this forum.

Turkmenistan's commitment to further developing long-term humanitarian cooperation with the Russian Federation was also confirmed.

At the end of the meeting, the parties expressed confidence that the current gathering would yield concrete results for the benefit of the younger generation and exchanged best wishes.

Then, Oguljahan Atabayeva and Valentina Matviyenko toured the exhibition display of the participating countries of the "Commonwealth of Fashion" international forum.

The exhibition featured works by renowned designers, products from popular brands and leading companies from the Commonwealth of Independent States, as well as international partners and the latest fashion trends.

Oguljahan Atabayeva, Vice President for Medical Activities of the Charity Fund for Providing Assistance to Children in Need of Guardianship named after Gurbanguly Berdimuhamedov, also attended a fashion show featuring collections from designers from the Russian Federation, CIS member states, and other countries.

Oguljahan Atabayeva's visit to the Russian Federation was an important step toward further strengthening Turkmen-Russian humanitarian cooperation.
