The President of Turkmenistan took part in opening of Engineering and Technical University

Ceremonial opening of new high educational institution – the Oguzkhan Engineering and Technical University, established by the initiative of the Head of the State, was held on the Day of Knowledge and Student Youth. 

Establishment of this high educational institution in the system of training of highly professional personnel reflects priorities of development of national economy and innovative sphere of Turkmenistan. 

Special gusto and atmosphere predominate from early morning at complex of buildings of the Oguzkhan Engineering and Technical University. The Deputies Chairman of the Cabinet of Ministers, Leaders of national Parliament, military and law enforcement agencies, ministries and departments and non-governmental organizations of the country, the representatives of diplomatic missions accredited in Turkmenistan and national mass media, numerous guests of the event and students with flags. 

Girls in national dresses present the Head of the State, arrived at main entrance of the university, with flowers. 

The Leader of the Nation warmly welcomed Japanese guests, participating in the openining ceremony of the Engineering and Technical University. There are Ambassador Extraordinary and Plenipotentiary of Japan in Turkmenistan Takahiko Katsumata, accredited recently in our country, Deputy Minister of Foreign Affairs of Japan Motome Takisawa, arrived on the day before with the visit to Turkmenistan as well as representatives of Japanese Ministry of Education, Culture, Sport, Science and Technologies, lecturers of Tsukuba University and other specialists, who would work in new Turkmen university. 

Having thanked them for participation in this momentous event, President of Turkmenistan noted that development of science and education, implementation of advanced world practices and latest achievements in these spheres are priority directions of the state policy. In this aspect, the Head of the State highlighted that the utmost attention is paid to cooperation with Japan, which Turkmenistan considers as one of the leading and reliable partners. 

Popular singers and art bands presented music and choreographic composition at decorated ground in front of the main building of the university. 

The Head of Turkmenistan proceeded to rostrum and delivered ceremonial speech. Having congratulated everyone on beginning of new educational year, the day of Knowledge and Student Youth as well as with opening of new complex of buildings of the Oguzkhan Engineering and Technical University, President Gurbanguly Berdimuhamedov emphasized that the Year of Honour of Heritage and Transformation of the Motherland is full with historical events and successes arousing the proud of our people. Establishment of new university, which will become excellent example of combination of modern city architecture and educational centre, is one of them. 

The Leader of the Nation expressed the confidence that at new complex, built with account of advanced world practices, our youth will master modern knowledge and science, orient their scientific and engineering thoughts, industrial innovative, informational technological scientific researches for consolidation of scientific technological base of our independent state. 

We carry out necessary work for further strengthening and improvement of authority of our country in international educational space, Leader of the Nation Gurbanguly Berdimuhamedov continued. We pay special attention to construction of secondary and high educational institutions throughout the whole Turkmenistan, to provision of them with modern computers, training technical equipment, interactive multimedia technologies, and to construction of kindergartens and children recreational centres. 

Following the principle “No borders for education”, we develop cooperation with the United Nations Organization on education, science and culture matters as well as with famous scientific and educational centres of Asia, Europe and America. We successfully realize joint projects aimed at training of highly professional specialists and at steadfast accumulation of educational and human capital. 

Highly qualified youth, which will bring deserved contribution into successful realization of large-scale transformations undertaken in our country, will receive education at the Oguzkhan Engineering and Technical University that is being put into exploitation today – at the day when the doors leading to the world of knowledge and science are being opened. 

The President Gurbanguly Berdimuhamedov expressed firm confidence that Turkmen and Japanese professors and lecturers, students of new high educational institution as well as pupils of the country will make deserving input into further increase of authority of our country in international educational space. 

Total area of new complex of buildings of Oguzkhan Engineering and technical University is twelve hectares. The complex includes 5-store main building, two educational corps as well as research centre. All conditions for simultaneous study of three thousand students are made in the university consisting of one hundred eighty five classrooms. 

Five faculties and fifteen departments will work in new university, which building harmonically fit in beautiful architectural appearance of our capital Ashgabat. The students will get modern education in such directions as study of materials and technology of new materials, nanomaterial, chemical technology, biotechnology, informational systems and technologies, automation and operation, mechatronics and robotics, innovations. 

New modern educational system based on programme for bachelor, master and doctor degrees is implemented in the University. 

Students will study in depth the English and Japanese languages in the first year. Next year, all lessons will be conducted in these two languages only. Talented students, who chose dedicated directions of the science, would continue the study at Japanese Universities. 

There are meeting and conference halls, special library and reading halls in the new complex of buildings. All facilities for efficient work of professor and teaching staff and studies are made in specialized rooms and departments of the University. Hostel for 1200 people and sport and health complex are designated for students from different places. 

The Head of the State expressed the confidence that graduates of the university would grow into qualified specialists. This is main target for leaders, professor and teaching personnel of the University of Engineering Technologies as well as their Japanese partners. On behalf of all Turkmen people as well as personally, Head of the State Gurbanguly Berdimuhamedov expressed his gratitude to our guest from the Country of the Rising Sun, high appreciation to the Emperor Akihito and Vice-premier Shinzo Abe for consolidation of Turkmen – Japanese relations. 

Having one more time cordially congratulated everyone with current celebration events, under storm of applause of participants of the ceremony, the President of Turkmenistan together with Japanese guests cut symbolical ribbon, entered the building and started familiarization with interior amenities of the university. 

Generally, its structure stipulates integration of educational, practical, innovative and business components in one centre. The main purpose of the Engineering and Technical University meets “Programme of preparation of scientific personnel”, approved by the Leader of the Nation one year ago, as well as education of talented specialists with broad world-view, who know modern technologies, are able to think creatively and take weighted competitive in world scale decisions. 

The structure of the Oguzkhan Engineering and technical University, united traditions of classical scientific education and information technologies of the future, includes directions and subjects, which are necessary for achievement of economic, educational and industrial potential of our country of the world level. 

The faculty of chemical and Nano technologies will concentrate at nano-chemistry, electronics, biomedicine, transformation of energy, production of new material based on local natural raw materials. The faculty of biotechnology and ecology will study genomics, practical immunology, pharmaceutics, genetic engineering, methods and technique for cellular growth and tissue reproduction, recombination of the DNA, etc. 

The base of educational programme of the faculty of computer science and informational technologies consists of the theory of information, cybernetics, computer systems and informational engineering. The faculty of automation and electronics will prepare highly qualified engineer, robotics technicians, specialists in electronics and other. Practical oriented course of the faculty of innovations economics is aimed at formation of students’ knowledge in sphere of innovative activity and commercialization of scientific projects, study of basic principles and practices of marketing, development of innovative production and projects, as well as basis of planning and legal aspects of business management. 

There are scientific research centre, language centre and library with literature in different languages for deep study of disciplines at the University campus. Besides, the facility also has electronic library. 

Familiarizing with provision and conditions made for training of students, the Head of the State expressed the interest in programme software installed there, its capabilities and interactive functions. 

After, the Leader of the Nation proceeded to auditorium where lesson of the Japanese language was going on. Key factors of the language for educational process are technological and informational. Most of modern developments in technological sphere, including Internet, are made in English speaking countries. All largest university of the world are located in English speaking countries as well. Largest information agencies use, first of all, the English language in their work. 

With regards to Japanese language, this is stipulated by long-term partners plans of Turkmenistan and the Country of the Rising Sun, holding leading positions in high technologies field, in both economics and education. Study of the Japanese language opens access to huge layer of information, whish is not available to many others. Japan occupies the second place after the USA by number of largest companies. Besides, the Japanese language is most popular one in Internet after English and Chinese languages. 

Taking to account that specialities and educational disciplines at Oguzkhan Engineering and Technical University are new for our country, famous Japanese professors and scientists are invited for teaching in these directions. From Japanese side, the Tsukuba University undertook organizational process in the University. 

Looking around the classrooms, Head of the State also visited auditorium equipped with new generation computers with 3-D monitors, which are able to track movements of eyes and hands of user in real time format as well as allowing to control the images at displays in three dimensions. By developers’ ideas, new device called z-Space will help to create unbelievable level of reality during designing and modelling of different parts and objects. 

One of the members of Japanese delegation – robotics specialist, having given high remarks to the provision of z-Space block, sat personally at computer and tested capabilities of new system. He also dismantled trial construction and offered to build it again to one of the students, what was successfully completed. 

Continuing introduction to the University, President Gurbanguly Berdimuhamedov went to the building of Scientific and Research centre. There, the Head of the State visited physics laboratory, where students of automation and electronics faculty carried out experiments using available equipment. 

Later, the Head of the State, during conversation with the director of new university, gave instructions for development of scientific and technological partnership with Japanese specialists, joint studies, and implementation of projects as well as more active use of such efficient method for improvement of qualification as training in Japan. 

During the conversation with representatives of educational centres in Japan, the Leader of the Nation noted invaluable role of science in state and public life, having emphasized the importance of exchanges and professional continuity for development of scientific school. 

After, President Gurbanguly Berdimuhamedov visited chemical laboratory, provided with unique training stands, multimedia and analytical high-precision equipment, which are necessary for quality of educational process. The Head of the State paid attention on sample of different rocks, substances and items made of it placed at shelves in the laboratory. All of those are related to the treasury of Turkmen land and its minerals. At the same place, polypropylene pipes of different diameter were presented. 

Speaking of industrial production of polypropylene from gas in our country, President Gurbanguly Berdimuhamedov highlighted that this is very perspective material taking to account the variety of its processing into items like pipes, packing, films, lists and other different items. New enterprise for industrial production of carpets and carpet items form polypropylene started operation in this year in Turkmenistan. 

Here, the head of the State, speaking to Japanese specialists and scientists, told that the country performs complex activities for protection of ecological systems, diversity of fauna and flora of Turkmen nature as well as on creation of Turkmen lake “Altyn Asyr” in the Centre of the Karakum desert, where drainage water would flow into by collectors. 

Production of fresh water as one of the global problems of humanity in new millennium was touched upon during conversation of the Head of Turkmenistan with Japanese scientists. In this context, President Gurbanguly Berdimuhamedov told about the technologies used at the Caspian Sea for desalination of the seawater. Large-scale desalination of the seawater is undertaken in Japan as well, so opportunities of scientific and technological cooperation are opened in this field. 

The Leader of the Nation invited Japanese partners to visit National tourist zone “Avaza” and personally see the scale of transformations in the sea region. 

President Gurbanguly Berdimuhamedov also attracted the attention to the natural resources of our country and invited for cooperation in processing of raw materials sphere. The processing of sulphur remained after gas purification requires detailed discussion. At present time, the sulphur is one of the most important types of raw materials for numerous chemical productions and it worth thinking over the establishment of new enterprises producing types of sulphur demanded in the world market. 

Having wished the students great successes in mastering of professions, the Leader of the Nation mentioned that proceeded to electronics laboratory. During conversation with the guests participating in the events, the Leader of the Nation noted that broad opportunities are created in the country for production of electrical energy and this direction has huge perspectives of development. New gas power stations, allowing increase of energy export, are being built in the country. In this relation, President Gurbanguly Berdimuhamedov reminded that, during the visit of Prime-minister of Japan Shinzo Abe to Turkmenistan in October 2015, there was the Contract between State Electro Energy Corporation of the Ministry of Energy of Turkmenistan and “Sumitomo” Corporation on project and construction with developing of adjoined territory of gas turbine power station in Serdarabat etrap of Lebap velayat among numerous signed bilateral documents. 

After, the head of the State went to the hall of the University, where model of the University campus for 3 thousand students and all facilities at its territory was presented. 

The Head of the State expressed his gratitude to the representatives of Turkish “5M” company that was construction contractor of the complex of buildings of new University. Leaving the campus, the Leader of the Nation made memory entry of current momentous event in the Book of Honoured Guests of the University. 

The Head of the State congratulated for one more time the students and teachers of the Oguzkhan Engineering and technical University on momentous event and wished them great successes in study and work
